Control 5.1Leadership and commitment
Top management must demonstrate leadership and commitment: ensuring the information security policy and objectives are established and compatible with the strategic direction; integrating the ISMS requirements into the organisation’s processes; making resources available; communicating the importance of effective information security management and of conforming to the requirements; ensuring the system achieves its intended outcomes; directing and supporting people to contribute; promoting continual improvement; and supporting other management roles to show leadership in their areas.
The word to notice is “demonstrate”. The clause is not satisfied by a statement of support; it is satisfied by evidence — resources actually allocated, decisions actually taken, priorities actually changed.
This is also the clause that decides whether the rest of the standard is achievable. Where top management treats the ISMS as the security function’s project, clause 6’s risk treatment has no authority behind it, clause 7’s resourcing is whatever is left over, and the management review in 9.3 becomes a meeting to approve a document.
How to put this in place
Top management must lead the ISMS, not delegate it entirely. If leaders cannot show decisions and resources, auditors treat the system as the security team's hobby.
- Brief top management on their duties and agree what they will decide, fund and review.
- Set the sponsor, the ISMS manager and the meeting rhythm.
- Approve the policy, objectives and resources in minuted decisions.
- Make sure ISMS requirements are part of normal business processes.
- Have leaders attend the management review and communicate why it matters.
Evidence an auditor usually looks for: minutes or signed approvals from top management, resource decisions, and interviews in which leaders explain their role.
